60 acres of land on Mitchell Hammock Road is proposed for conversion from an empty field to 600 apartments and lots of commercial development.
About 40-acres of the proposed development is nestled between Alafaya Woods, Lake Rogers Estates, and Kingsbridge West and has a current Future Land Use designation of RURAL. All these neighborhoods were promised that this land would not be intensely developed. Oviedo’s staff, which gets its direction from Oviedo’s current mayor and city council members, has recommended APPROVAL of this development. NOTE: part of this land is already zoned to be developed PRIMARILY for commercial purposes. There is nothing we can do to completely prevent development on this 23 acres of land – BEGINNING IN 2034. Prior to 2034, the City of Oviedo can, for a mere $5,000 per acre per year, keep the land UNDEVELOPED (and prevent any additional traffic from being generated from this site for an additional 13 years). Waiting 13 years will allow completion of 426/419/434 so our surrounding roads can entice some traffic OFF of Mitchell Hammock Road.
The developer wants permission to change the % of commercial to residential use on this land and INCREASE residential capacity by 413% on this area in exchange for building less commercial. City Council needs your input on what you’d like to see happen here. The meeting is TENTATIVELY set for Nov. 18, 2019 (yes, after the election, but before the 2 new members are sworn in).
The developer is offering to allow us (the taxpayers) to pay for the extension of Oviedo Boulevard all the way through to Alexandria Boulevard in exchange for dollar-for-dollar impact fee credits. Though numbers have not been publicized, if approved, it is expected this project will trigger a financial impact of AT LEAST $10 million in new debt and uncollected impact fees, and likely much more, as the ponds will have to be reconfigured.
Further, this plan would remove about 35 acres of land from the tax rolls and increase the building rights from 35 homes to enough development to cover 50% of the land with cement.
